The vast majority of the Liverpool One complex was opened in phases during the year of 2008 – The year of the city of Liverpool as the European Capital of Culture.

When the Liverpool ONE Shopping Centre completed and opened, the effect that it had on the economy of the city of Liverpool became immediately pronounced.
